What is the Department of Economic Development (DED)?
The Department of Economic Development (DED) is the main authority responsible for issuing mainland trade licenses in Dubai. According to Law No. 13 of 2011, the DED regulates all economic activities outside of Dubai’s free zones. Its core mission is to support the emirate’s economic growth and implement business policies in line with Dubai’s long-term development goals.

What is a Mainland Company?
A mainland company is registered with the DED and is legally allowed to do business anywhere in the UAE, unlike free zone companies which have geographic limitations. These companies are also known as onshore companies, and are highly preferred due to their flexibility and access to local markets.
